CDO City Councilor Atty. Joey Abbu attended the grand opening of the month long Higalaay Festival 2024 at the Rio de Oro Boulevard last night, August 2.
Present during the celebration were City Mayor Klarex Uy, his colleagues in the 20th City Council, Department Heads, Guests and thousands of Kagayan-ons.
